fix(storefront): create a customer under an identity with no contact yet - #35

Conversation
Create a Customer sent {{customer_identity}} — the seeded customer, whose contact
already exists by the time this runs. The request validates `email` with
Rule::unique('contacts'), so it answered "The email has already been taken."
It now uses {{new_customer_identity}}, an identity the contract run reserves for
exactly this and seeds deliberately without a contact, with a matching
storefront_create_customer code (fleetbase/fleetbase#600).
