The primary purpose of this PR to fix the most important GH actions, and as many others as sensible as the secondary goal.
A few outstanding GH actions which either failed, or didn't finish due to their nature, and it didn't make sense to fix them in the scope of this PR.
They will be fixed in followup PRs.
