SpendingByAwardResponse missing some null values in the response schema

See this basic example request to /api/v2/search/spending_by_award/.

In the response-payload the following fields are null yet the contract does not specify null is allowed.

Happy to fix this if the solution is to allow null values for these fields.

An improvement ticket has been created to validate if any other optional fields need to be marked as nullable.
