Replace copied repository verification scripts with the released shared
go-library-tools v1.0.4 contract.
The repository now declares strict package policy in the configuration,
retains package-specific verification operations and exact mutation
evidence, and uses a thin Makefile plus the reusable workflow pinned to
the v1.0.4 immutable commit and checksum.
