fix: report promptc CLI package version

Summary

• read the CLI version from packages/cli/package.json at runtime
• remove the stale hard-coded 0.0.1 version string
• add a patch changeset for @promptc/cli

Verification

• bun run build
• bun test packages/cli/test/cli.test.ts
• bun run packages/cli/src/index.ts --version
