Oxc 0.146 split the combined Statement::TSModuleDeclaration variant
into TSExternalModuleDeclaration (declare module 'foo' {}) and
TSNamespaceDeclaration (namespace Foo {} / module Foo {}). Match both
new variants in is_container_statement so ambient module and
namespace bodies keep being treated as containers, as the single node
was before the split.
Verified byte-identical instrumentation output against main (oxc
0.143) for namespace, module and declare module fixtures.
