What this changes
Cuts v0.38.1: the discovery fallback (#189). A handle that cannot be resolved to a PDS now signs in at the current host, as before discovery existed.
Verification
Consumers verified against this change: Cobalt's branches (#202, #203, #204) pin v0.38.1 and their host checks, sweep and linkcheck were run against this branch; Indigo's #72 and #73 host tests (4037 checks) were run against the discovery branch. Cobalt's
