Specifies the behavior of the BAL getters where clients currently disagree: unknown block (or pending) returns null, pre-Amsterdam blocks return -32001 Resource not found, pruned BALs return 4444 Pruned history unavailable. All AccountAccess fields are now required (empty lists as [], not omitted), and debug_getRawBlockAccessList accepts a block hash.
