Adds a notify-deployment job that calls entur/gha-notify-deployment to notify GitDailies and Grafana Cloud when a deploy succeeds. Driven by org-level webhook config; skipped where the vars are not set. Captures deploy start/end times and maps helm environments to the action's set.
