Closes #2490
More robust and future-proof version of #2490. Doesn't rely on ManagedClient that can be removed in OS 9.
The first commit is cleanup. The second commit fixes interaction with our WorkspaceManager. And the third one fixes flicking gala-daemon icon in the dock workspace switcher.
