ci: add Claude pull request review

Summary

• add an automatic Claude Code review workflow for opened and updated pull requests
• authenticate with the CLAUDE_CODE_OAUTH_TOKEN repository secret
• constrain Claude to read-only repository inspection plus PR view, diff, and comment commands
• post one structured review comment and keep Claude failures non-blocking when usage is exhausted
• pin the checkout and Claude actions to immutable commits

• YAML syntax validated
• whitespace checks passed
• agentic-preflight review and documentation checks passed
• Ruff and mypy passed through agentic-preflight
• test suite skipped by agentic-preflight because the change is GitHub Actions configuration only
