Changes:

  1. Contracts changed in accordance with the new billing service contract.
  2. Negative amt change - Only persist and search, no logic reqd.
  3. Field changes in service and repo layers as reqd after the contract change.
  4. Removal of old apportioning logic and integration with the apportion service.
