Bump only
edx-token-utils0.3.1 → 0.4.0 (adds Python 3.12 support, drops 3.8).jira-link: LP-1288
Why
edx-token-utils 0.4.0 adds Python 3.12 support and drops Python 3.8 (LP-1288).
This PR bumps only edx-token-utils, so edx-exams gets the new version of token-utils
