Fix employee unemployment rate value

This pull request fixes an incorrect employee unemployment rate value.

It changes the value of chomage_salarie from -17.14 to 0 in converters/fixtures/corpus/openfisca/thesard_2011-07.yaml as per the inline # TODO: devrait être 0 comment. The obsolete comment has been removed, and the line has been uncommented. Tests passed successfully.
