Cleaning Local Storage

Theia utilizes a browser's local storage in order to store data such as themes, workspace layouts, widget information across multiple sessions. Whenever a user's preferred browser's local storage reaches its maximum capacity, Theia informs users that a cleanup may be required to properly save in the near future.
