I've noticed this as well and was just about to open an issue about it. What's the reason for PRs like this one being approved and not merged? Is there perhaps a specific workflow related to releases of the specification because of which this is not being merged? 🤔 Thanks! |

Amends the
TransferStartMessage"Sent by" field to reflect that the Consumer may also send it when the transfer process isSUSPENDED.
