Create modules/develop/ as a new top-level Antora module with JTBD-compliant titles, navtitles, and content structure. Changes: - Move 42 pages from end-user-guide to develop module - Move 12 partials for reusable procedure content - Move examples, images, and snippets - Create nav.adoc with user journey ordering - Add modules/develop to antora.yml - Apply JTBD titles: imperative for procedures, noun phrases for concepts - Update cross-module xrefs between develop and end-user-guide - Add :page-aliases: for backward-compatible URLs - Fix missing :_content-type: declarations (devfile-introduction, connect-vscode) - Fix un-adapted downstream metadata in proc-restoring and proc-viewing-backups - Fix duplicate procedure step in viewing-backups - Remove forbidden persona snippet includes - Convert vale toggles to AsciiDoc comment syntax Co-authored-by: Cursor <cursoragent@cursor.com>
