ci: bump actions/checkout + actions/setup-node to v5 (Node 24)#54

GitHub is deprecating Node 20 on runners; checkout@v4 and setup-node@v4 target Node 20 and were being force-run on Node 24 (annotation on the v0.3.1 release run). v5 of both targets Node 24 natively.
