0.3.0 shipped without a changelog entry. Reconstruct it from the release range (938c88d..15ce6e7): url adapter, expandSelfExemption, lintPolicies construction warnings, the Rakuten bare-ranEAID fix, plus showcase/plugin tooling. 0.3.0 was released without a CHANGELOG entry, leaving a gap between the (now merged) 0.3.1 entry and 0.2.6. This reconstructs it from the release range
