Bumps `known_good_version` for `toml-tidy` from 0.2.0 to 0.3.1, and renames the fmt snapshot accordingly. ## What is new upstream - 0.3.0 added an opt-in `--blank-lines` normalization (exactly one blank line before every table header, none elsewhere), plus a `blank-lines` key for `[tool.toml-tidy]` in `pyproject.toml`, and `args: []` in the project's own pre-commit hook definition. - 0.3.1 fixed a CRLF regression in that new code path. Both are opt-in, so the default formatting this plugin invokes (`toml-tidy --in-place`) is unchanged — the snapshot content is byte-identical to the 0.2.0 one, only the version in its filename changed (`git diff -M` reports the rename as 100% similarity). ## Verification `PLUGINS_TEST_LINTER_VERSION=KnownGoodVersion npx jest linters/toml-tidy --ci` → 1 test passed, 1 snapshot passed against the renamed `toml_tidy_v0.3.1_basic.fmt.shot`.
