FullFramework Test Crashes — Same Root Cause as #54506

The FullFramework/TestBuild failures on this PR (dotnet.Tests.dll.9) are likely the same upstream TestPlatform issue affecting release/10.0.3xx in #54506:

Microsoft.TestPlatform.CLI version 18.6.0-release-26315-104 ships System.Collections.Immutable.dll with assembly version 9.0.0.0, but esthost.exe.config has a binding redirect to 10.0.0.0 — causing all netfx test host processes to crash.

A TestPlatform version pin to 18.6.0-release-26270-102 has been applied on #54506 (commit 516d3d2). We're waiting to see if CI passes there before propagating the same pin to this PR and other affected branches.

If the pin resolves #54506, the same fix should be cherry-picked here for release/9.0.3xx.
