Reaqtor's Azure DevOps project lives under the dotnet org: https://dev.azure.com/dotnet/Reaqtor

Currently the only person working on the project with any kind of access to this project is me: Ian.Griffiths@endjin.com

I want to add my colleague Howard.vanRooijen@endjin.com as an administrator. It won't let me because Azure DevOps doesn't recognize him. I'm fairly sure that's because he's not in the list of users at the org level in https://dev.azure.com/dotnet/_settings/users (whereas I am in there). I don't believe I have the permissions required to add people there, so please can someone add him to the org, so that I can give him access to the Reaqtor project?
