Docker Desktop 4.96.3 卡在 Starting the Docker Engine #780

Docker Desktop 4.96.3 (244472) on Windows stays on “Starting the Docker Engine”.
WSL is installed and updated. wsl -l -v shows only Ubuntu (Stopped, Version 2); the docker-desktop distribution is missing. Docker diagnostics show commands targeting docker-desktop exit with 0xffffffff, and Docker API/diagnostics calls time out.
