Improved position mixin

Update bower.json to version 1.0.3

minor change to @import path

Included the bower components directory in git so that the utility belt dependency is available

Tooltips are now overridable

• Changed the tooltips to completely separate the positioning and presentation mixins
• Added a tooltip class factory mixin which is responsible for creating the class definitions of each position
