1462: Map vanishes when restart fom app list

Short Description

Thats some upstream fix that fixes map vanishes issues on Android 14 (and android 9)

Proposed Changes

• upgrade maplibre to 0.27
• add build gradle workaround, also see Support android.builtInKotlin=true #3126

Testing

Easiest way to test is on browser stack since it works better than with local emulator

Use any android device with Android 14
You might also check it on your local emulator

1. Open the app (Map Page)
2. Open app list and switch to another app
3. Open app list and switch back to ehrenamt
4. Map should not be white/black but still work

Tested on a real device with android 14 ✅

Note:

• I tested main first and I couldn't reproduce it.
• After the update the map goes to white for a split second then comes back normal.
