Note - It's not yet fixed in script, as there is nothing to package yet!
- Enable build of `//canton:community_app-lib`
- Packaging is breaking (good, the gzip was not replaced yet)
- Add maven handling - Up c++ compile flags to c++17 (new abseil requirement)
- Enable `//ledger-service/utils:utils_repl`
