This commit extends the UFO architecture from a single governed system to a multi-agent ensemble. It implements the following: - UFOAgent class modeling agent membranes, local strings, V-channels, brim envelopes, and local coherence scores. - Typed inter-agent V-channels and a global Holistic Governor field. - Federated mesh governance with dynamic mesh coherence calculation. - SAO promotion gate for paired-state ascensions. - Fully simulated cooperative, competitive, and policy tension scenarios with stability bands and interventions. - Extensive unit and integration tests with 100% line coverage and clean type checking.
