nv-codec-headers held on SDK 13.0: 13.1 needs NVIDIA driver 610+ #54
Closed as completed: the intended driver-compatibility policy is implemented and remains in effect. This closure does not lift the SDK 13.0 pin or claim support for older drivers on newer SDK headers.
The original deps.json/Renovate hold mechanism no longer applies. The current ffmpeg-build.yml explicitly sets pin: { nvenc: '13.0' } and documents the compatibility reason. The reviewed lock records nv-codec 13.0.19.1. Daily lock updates can take compatible 13.0.x updates; changing SDK lines requires an explicit profile change and review.
The policy preserves the driver floor required by existing deployments and the older NVIDIA GPU generations described in the original investigation. The historical Windows RTX 3080 / driver 591.86 test rejected SDK 13.1 with Required: 13.1 Found: 13.0. No new hardware test is claimed by this closure.
The clean 8.1.3.11 and 9.0.2.11 archive releases retain this pin. Their release verification passed all 120 target builds and all 16 Windows runtime checks. CI compilation/smoke checks do not prove NVENC operation on a particular GPU or driver.
Reconsider the pin when a supported FFmpeg version requires a newer SDK or a required feature justifies changing the supported driver/GPU floor. Before lifting it, test a real NVENC encode on the oldest driver the new policy claims. There is no outstanding build fix to implement for the current supported configuration.
With #60 the hold lives in ffmpeg-build.yml as pin: { nvenc: '13.0' } (with its reason in a comment), so the daily lock update keeps taking 13.0.x patch releases and never offers 13.1. Lifting it means changing that pin. Keeping this issue open to track it.
