Move the tracked FFmpeg 9.0 and 8.1 packages to the clean public releases 9.0.2.11 and 8.1.3.11, built with the audited ffmpeg-build 0.0.18 release. Native shared dependencies, including Linux's Vulkan loader, must survive package normalization under the SONAME the loader uses.
CI now packs the v3 Linux glibc and Alpine x64 packages alongside the existing Windows import check. A new verifier reads each upstream ELF shared library's SONAME and checks that its runtime-package entry contains the same bytes. Regression cases cover normalization, a missing dependency beside a present FFmpeg library, an incorrect unversioned filename, changed bytes and an empty source archive.
Validation: five regression cases passed; the helper builds without warnings and passes its isolated formatting check; actionlint and zizmor passed. The full package/consumer matrix runs in this PR. Existing public package families and platforms are retained.
Both upstream tags are published with 103 assets each and point to the clean consumer commit 3103b4212a69e8d4f8f36e5492a61c1cd3558c82. The release workflow passed all 120 native target builds, 16 Windows runtime checks and both iOS framework jobs. Fresh package and consumer checks in this PR use those actual tags. Keep the PR draft until those checks pass; existing public package families and platforms remain supported.
