What

docs/KEYS.md: a generic runbook for router keys, with an operator section and a requester section. It is linked from README.md and docs/idea/04-api-keys-and-access.md. Version 2.30.1.

Closes #230. Part of #216.

Why

Keys now carry owner, kind, tool and purpose (#219). The team needs one written procedure for minting <owner>/<tool> keys, rotating them without downtime, and revoking them, plus what each error a key holder sees means. The repo had no such doc.

Changes

  • docs/KEYS.md (new, 162 lines):
    • minting: owner/tool slug rule, an absent scope means all, optional rate limit;
    • client setup links docs/clients.md;
    • planned rotation: Mint successor under a new name, swap, watch last-used, revoke; a separate leaked-or-lost path that revokes first, then waits out or rolls past the per-replica cache TTL;
    • when to rotate;
    • revoke semantics, including the per-replica KEY_CACHE_TTL_SECONDS bound and that revoked rows are purged after RETENTION_REVOKED_KEYS_DAYS;
    • hand-back means revoke, never DELETE;
    • the key/scope/capacity error subset, linking the full table in packages/core/README.md;
    • where usage shows today. The owner/tool Usage view (feat(web): usage filters, owner and tool breakdowns, unpriced tile, reports list #228) and weekly post (feat(report): deliver the weekly report to a Discord webhook #229) extend that section when they land.
  • docs/idea/02-domain-model.md: the two revocation lines state the per-replica bound.
  • docs/idea/09-deployment.md: the KEY_CACHE_TTL_SECONDS row says edits invalidate on the serving replica too; the stale-key troubleshooting row matches the runbook (roll every replica when the TTL is longer than a roll; the drain and rate-limit costs).
  • docs/idea/04-api-keys-and-access.md: link, and the revocation lifecycle row now states the per-replica bound the code has (invalidate is local; other replicas follow within the key-cache TTL).
  • docs/idea/10-roadmap.md: the per-key spend budgets row appends the current-state reason (no priced pay-per-use account yet; revisit after two weekly reports, feat(keys): warn-only monthly spend limit per key (deferred) #236) and keeps the existing reason.
  • apps/api/test/integration/keys-runbook-docs.test.ts (new, committed first and red before the docs): docs/KEYS.md exists, stays within 300 lines, is linked from README.md and docs/idea/04, and every status/code pair in its error table matches the error class (set and count compared).
  • Version 2.30.1 across the 5 manifests, version.ts and the Dockerfile label; CHANGELOG entry and link line.

Verification

  • bin/verify-version: version 2.30.1, 5 manifests, image label.
  • bunx biome check . clean; bun run typecheck exit 0.
  • New docs test (4 cases, including every error row's status checked against its class; flipping one row's status makes it fail) plus verify-version.test.ts: pass.
  • CI runs the full gate on this PR.

Walk-through, live: a local router (bun apps/api/src/main.ts, the API half of bin/dev) on a throwaway database and loopback port, signed in with ADMIN_API_TOKEN, following only docs/KEYS.md. Key values were never printed; names are placeholders.

1. mint <person>/<tool>, scope omitted, owner + kind + tool + purpose
   POST /api/admin/keys                         -> 201  scope: {"kind":"all",...}
   owner "Alice" (not a slug)                   -> 400
   POST /api/admin/keys/:id/reveal              -> 200
2. client uses the key
   GET /v1/models with the key                  -> 200
   GET /api/admin/keys?owner=<owner>&tool=<tool> -> 200, 1 match, lastUsedAt set
3. Mint successor under a new name (<owner>/<tool>-2)
   POST /api/admin/keys                         -> 201
   GET /v1/models with the successor            -> 200
   successor reusing the old name -> 409 (the doc now says to use a new name)
4. revoke the old key
   POST /api/admin/keys/:id/revoke              -> 200
   GET /v1/models with the old key              -> 401 key_revoked
   GET /v1/models with the successor            -> 200
5. Bearer and x-api-key disagree                -> 401 key_revoked

Console walk-through, live: the same local router serving the built console (WEB_ROOT), signed in with a local admin password, driven by the repo's pinned Playwright Chromium. Every step below was clicked:

0. signed in with the local admin password
1. Mint key (console): Name <owner>/<tool>, Owner, Owner kind, Tool -> created with owner and tool set
   client request with it -> 200
2. Mint successor (console, on the old row): form prefilled with owner and tool, Name empty
   reusing the old name -> refused in the form ("already exists")
   successor minted as <owner>/<tool>-2 -> created, owner and tool carried over
3. client swaps: successor request             -> 200
   Last used column: old "just now", successor "just now"
4. Revoke (console) + "Revoke key" confirm
   old key -> 401 key_revoked; successor -> 200
   old row shows the Revoked badge

Two notes from running it:

  • Last used is not instant. It is stamped fire-and-forget on a verified cache miss. In one run, a reload straight after the successor's first request still read "never"; a few seconds later it read "just now".
  • The run did not prove the old key's Last used stops advancing. With a 2-second cache TTL and a single client, "stops" cannot be told apart from "just now" inside one run.

The filter controls were not clicked; they filter the loaded list in the browser (filter-keys.ts).

No live test: merging to main publishes nothing (images publish only on a v* tag), and the change is docs only.

minor · test The link assertions are substring-only: toContain('KEYS.md') and toContain('docs/KEYS.md') pass for any text containing the string, including code blocks, comments, or unrelated references. A removed or broken markdown link in the right neighbourhood — e.g. keys-runbook instead of KEYS.md, or the link moved into a code example — would still pass.

…essor names, retry guidance

- A separate leaked-or-lost path: revoke first, roll the other replicas to drop their caches,
  then mint a successor. Planned rotation keeps the graceful order.
- The successor needs its own name: names are unique and a revoked key keeps its name until
  purged (409 otherwise, confirmed live). Re-set an expiry the old key had.
- Per-row retry guidance: 402 and 403 are not retryable; 'every attempt failed' backs off.
- Edits and revokes reach other replicas within KEY_CACHE_TTL_SECONDS; a restart drops caches;
  the per-key rate limit is per replica.
- The console's owner/tool filters run in the browser; the query string is the API path.
- docs/idea/02: the two 'immediately' revocation lines state the per-replica bound.
- The docs test checks each error row's status against its class and the 04 link target.

30-32: Link assertion for README is substring-only.

toContain("docs/KEYS.md") passes if the string appears anywhere, including in a code block. The check for 04-api-keys-and-access.md already uses the stricter ](../KEYS.md) form. Use ](docs/KEYS.md) for README. This matches the existing past review comment on weak link checks.

# Router keys: operator and requester runbook

A router key (`mar_live_<...>`) is what a person, tool or service presents to `<router-url>/v1/**`.
This page is the practical lifecycle: mint, hand over, rotate, revoke, and what a key holder sees
when a request fails. The contract behind it (storage, verification, scope) is
[`docs/idea/04-api-keys-and-access.md`](idea/04-api-keys-and-access.md). Every value below is a
placeholder.

Keys are stored encrypted and are retrievable from the console at any time. Nothing here is
"shown once".

## Operator

### Mint

Console: **Keys**, then **Mint key**. API: `POST /api/admin/keys` on the admin plane (session cookie
plus CSRF token, or `ADMIN_API_TOKEN`).

1. **Name** the key `<owner>/<tool>`. The name is free text and the convention is only
documentation, but it is how you find the key later.
2. Fill the attribution fields, which feed usage reporting and change nothing about
authentication:
- `owner`: who the key was issued to. A slug: lowercase `a-z`, `0-9`, `.`, `_`, `-`, starting
with a letter or digit, at most 64 characters. The API answers `400` on anything else.
- `ownerKind`: `person` or `service`.
- `tool`: what runs on the key. Same slug rule as `owner`.
- `purpose`: free text, up to 500 characters.
3. **Scope** the key to a pool rather than `all`. The three forms are `all`, one or more pools, or
an explicit account list. Leaving `scope` out of a create request means `all`. Scope is
intersected with pool membership and never widened.
4. Optionally set a **rate limit**: `requests` per `windowSeconds`. It is enforced per replica, in
memory, so N replicas together admit up to N times the ceiling. Over it the key gets `429`
`key_rate_limited`.
5. Optionally set an expiry (`expiresAt`). Keys have no expiry by default.

An attribution field can be changed later with **Edit** (`PATCH /api/admin/keys/:id`); `null`
clears it. Editing never changes the key's value. Like a revoke, an edit (a narrower scope, a new
rate limit) takes effect at once on the replica that handled it and on the others within
`KEY_CACHE_TTL_SECONDS`.

### Client setup

Send the key as `Authorization: Bearer mar_live_<...>` or as `x-api-key: mar_live_<...>`. Never send
both with different values: the request is refused. The per-client recipes are in
[`clients.md`](clients.md). The console's **Point your tool at it** panel shows the same recipes
filled in; do not copy those prefilled values into tickets or chat.

### Rotate

There is no rotate endpoint, by design (`updateKeyBody` in
`apps/api/src/services/keys/schemas.ts`): a key you can re-read does not need one.

This is planned rotation, where the old key stays live until the client has moved. For a leaked or
lost key, use [Leaked or lost key](#leaked-or-lost-key) instead.

1. On the old key's row, choose **Mint successor**. The mint form opens prefilled with the
attribution, scope and rate limit. The value is never copied and the expiry is not inherited:
set it again if the old key had one.
2. Give the successor its own name, such as `<owner>/<tool>-2` or a date suffix. Names are unique
and the old key keeps its name, revoked or not, until it is purged; reusing it answers `409`.
Mint it, then give the new value to the client and swap it in.
3. Watch the **Last used** column: the old key's should stop advancing and the new key's should
start. Last-used is stamped on a verified cache miss, so it moves about once per
`KEY_CACHE_TTL_SECONDS` per replica (default 60), not on every request.
4. **Revoke** the old key.

Rotate when someone leaves or a tool is retired. There is no scheduled rotation: a key does not
expire unless you set one.

### Leaked or lost key

When a device is lost, a key is pasted somewhere public, or a leak is suspected, revoke first and
accept that the client stops working until it gets a successor. Waiting for **Last used** to settle
does not work here: whoever holds the leaked key keeps it advancing.

1. **Revoke** the key now.
2. On a deployment with more than one replica, restart or roll the other replicas: that empties
their key caches immediately. Otherwise they keep accepting the key for up to
`KEY_CACHE_TTL_SECONDS`.
3. **Mint successor**, under a new name, and hand it over privately.

### Revoke

Console: **Revoke** on the key's row. API: `POST /api/admin/keys/:id/revoke`.

- The next request on the replica that handled the revoke gets `401` `key_revoked`.
- Other replicas keep accepting the key for up to `KEY_CACHE_TTL_SECONDS` (default 60 seconds). That
setting is the bound; read it from your own environment. Restarting or rolling the other replicas
drops their caches at once. Lowering the setting needs a restart too, and only shortens future
windows, at a database round trip per uncached verification.
- In-flight requests finish. A stream is not torn down.
- Revocation is one-way. A revoked key is never reactivated.
- A revoked key keeps its row, scope and usage attribution until `RETENTION_REVOKED_KEYS_DAYS`
(default 30) after revocation. Then it is purged, and its usage rows keep an id that no longer
resolves to a name, owner or tool.

### Hand back is revoke

When a key is handed back, revoke it. Do not use **Delete** (`DELETE /api/admin/keys/:id`): a hard
delete removes the row at once, so its past usage stops resolving to a name, owner or tool
immediately.

## Requester

1. **Ask** the operator for a key. Say who it is for (the `owner`), whether that is a person or a
service, which tool will use it (the `tool`), and what it is for (the `purpose`). Ask for a
scope that covers only what you need.
2. **Receive** it from the operator over a private channel. The value is `mar_live_<...>`; treat it
as a password. Do not commit it, paste it into a ticket or a chat room, or put it in a shared
shell history.
3. **Configure** your tool with `<router-url>` as the base URL and the key as its API key. See
[`clients.md`](clients.md) for the recipe and a verification command.
4. **Rotate** when the operator asks: take the successor key, swap it in, and tell the operator so
they can revoke the old one. If a device is lost or the key leaks, tell the operator at once;
they revoke it first, and you wait for the successor.
5. **Hand back** by telling the operator you no longer need it. They revoke it.

## Errors a key holder sees

This is the key, scope and capacity subset of what the data plane can return, not every status. The
error class table is in
[`packages/core/README.md`](../packages/core/README.md#errors--each-class-fixes-its-code-and-status-at-declaration-not-at-the-call-site).

| Status | Meaning |
|---|---|
| 401 `key_revoked` | revoked, unknown, expired, malformed or missing key, or Bearer and `x-api-key` disagree |
| 402 `credits_exhausted` | an account is out of credits. Do not retry: it stays this way until the operator tops it up |
| 403 `scope_violation` | nothing is in scope. Do not retry: ask the operator for a wider scope |
| 429 `key_rate_limited` / `quota_exhausted` | the key's rate limit, or accounts cooling (clock-recoverable); with `Retry-After` |
| 503 `key_verification_unavailable` | transient; retry after `Retry-After: 1` |
| 503 `no_healthy_account` | nothing in scope can serve this request; read the message (below). No `Retry-After` |

For `no_healthy_account`, the message names the cause:

- A model no in-scope account serves: a client change. Pick another model, or ask the operator for
a wider scope.
- A missing endpoint, or a misconfigured account: an operator fix.
- "every attempt failed": may clear on retry. Back off (exponential, bounded) rather than retry at
once.
- Anything else, including an account that is disabled or needs re-auth: the operator.

A revoked key and a never-existed key look the same (`401`). If you were working an hour ago,
assume the key was revoked or rotated and ask the operator.

## Where your usage shows

Today, on the console's **Keys** page:

- the per-key usage and cost columns, for the selected window;
- the **Last used** column;
- the owner and tool filters, which narrow the loaded list in the browser (exact match,
combinable). Scripts use `GET /api/admin/keys?owner=<owner>&tool=<tool>` with the same rule; a
value that is not a valid slug answers `400` there.

The Usage page broken down by owner and tool, and a weekly report, extend this section when they
land.

apps/api/test/integration/keys-runbook-docs.test.ts only reads documentation and constructs error classes. It does not start the API or invoke any key-management operation. Complete the bin/dev walkthrough from issue #230 with placeholder base URL and key values before merge. This test cannot validate that workflow.

Complete the required live `bin/dev` walkthrough from issue #230 using
placeholder base URL and key values before merging; the documentation-only
`keys-runbook-docs.test.ts` does not exercise the API or key-management
workflow.

- A leaver's own key and a retired tool's key are handed back (revoked), not rotated; rotate
  only a still-needed key whose value a leaver saw.
- Leaked-key step 2: roll every replica only when KEY_CACHE_TTL_SECONDS is longer than a roll;
  a roll drains in-flight requests up to SHUTDOWN_DRAIN_MS, then ends the rest, and resets
  per-key rate-limit windows. A single replica needs nothing.
- 403 names a pool with no members; the 503 verification retry is bounded.
- docs/idea/09: the KEY_CACHE_TTL_SECONDS row says edits invalidate locally too; the
  troubleshooting row matches KEYS.md instead of 'no faster path than lowering the TTL'.
- The docs test also compares the set of codes, so a duplicated row cannot hide a missing one.
