Draft releases already used generate_release_notes: true, but without .github/release.yml GitHub dumped every merged PR into one flat list.

Shipped in #12: auto notes group into Breaking Changes, Features, Bug Fixes, Documentation, and Other Changes. Exclude kind/chore, kind/question, skip-changelog, and common dependency bots. Added breaking-change and skip-changelog labels.

AI-written highlights stay in #10.
