Fix the mobile menu overflow on the root pages - #54

Add overflow-y auto and touch scrolling to the mobile menu on the homepage and the CLI landing page, matching the privacy and 404 pages, so the menu scrolls at viewport heights shorter than its content. Add height 100dvh to all four root pages to match the docs stylesheet.
