TEST: restart tests never reach the local reboot fallback - #192

Run as root next to a local Moonraker, the error-text test fell through to the local reboot fallback and ran the real reboot binary. The main fixture now reports a non-root euid; the rebooter fixture opts in, so no test reaches a real reboot whoever runs the suite. Point 3 of the #188 follow-up.
