Add retirement settings option to global search

Summary

• add a "Retirement settings" navigation command to the global search dropdown
• open the account metadata dialog for the main retirement account or group when that command is used, falling back to guidance when missing
• centralize the metadata dialog initialization so the search command and existing edit action share the same path

Testing

• npm run lint (fails: pre-existing lint errors in the project)
