Pull request overview

Updates the GitHub Actions CI workflows to install and use the .NET 8 SDK, aligning CI with the repository’s net8.0 test/demo/benchmark projects while still supporting building the netstandard2.0 libraries.

Changes:

  • Bump actions/setup-dotnet from .NET 6.0.x to 8.0.x in the main CI workflow.
  • Fix ordering in the NuGet publish workflow so .NET is set up before dotnet restore, and bump the SDK to 8.0.x.
