Updates the GitHub Actions CI workflows to install and use the .NET 8 SDK, aligning CI with the repository’s net8.0 test/demo/benchmark projects while still supporting building the netstandard2.0 libraries.

- Bump
actions/setup-dotnetfrom .NET6.0.xto8.0.xin the main CI workflow. - Fix ordering in the NuGet publish workflow so
.NETis set up beforedotnet restore, and bump the SDK to8.0.x.
