Summary

Safari 16.6 honors the saved-scenario select fixed height over the general mobile min-height. Set the mobile select height explicitly to 44px.

• 320px viewport
• all visible non-SVG controls at least 44x44px
• no tools-panel overlap
• no horizontal overflow
• House, Senate, and History routes load
• malformed URL falls back to House
