Summary\n\n- add a deterministic consumer-documentation freshness gate for README, Action usage, getting started, and release/rollback surfaces\n- require the current v0.1.0-beta.5 release link in each public surface\n- reject the stale beta.2 Check Run wording and stale beta.2 consumer references\n- document the current beta.5 snapshot-rejection Check Run behavior\n\n## Verification\n\n- npm run verify passed: 101 standard tests, 14 security tests, 25 GitHub integration tests, 6 CLI smoke tests, bundle/dist and clean-room gates\n- npm audit: 0 vulnerabilities\n- consumer documentation check: 4 public surfaces passed\n- git diff --check passed\n\n## Boundary\n\nThis guards documentation consistency only. It does not claim a stable release, external consumer, adoption, or pilot.
