Add a dated public-state evidence log for the activity and release checkpoint on 2026-08-23.
The log records the observed default-branch SHA, merged PRs, verification commands, registry
dist-tags, pilot/release boundaries, and the exact rule for what must be rechecked when state drifts.
It does not turn a historical snapshot into an adoption or production claim.
