docs(promo): drop Reddit from the playbook, record submission eligibility - #169

…lity Reddit is off for this launch, so the API rig, the seven subreddit calendar rows and the weekly r/rust thread go with it rather than sitting in the doc as drafts nobody will paste. The launch calendar shrinks to the venues that are actually reachable: the two forums, chaser Discords, Product Hunt, the two directories and the social accounts. Also records what the one-time submissions actually cost to check: awesome-rust wants 50 stars (48 today), awesome-selfhosted wants a first release older than four months (2026-11-29), and This Week in Rust stopped taking project-update PRs, so it went in as a Call for Participation entry instead. Follow-up to #168. Reddit was dropped for the 2026-08 launch after that PR was
written, so the playbook still described an API posting rig and a calendar that
was seven-tenths subreddits.
