Adds Harness-controlled scenario progress transitions for formal Runner execution: declare ordered stable IDs, start exactly the next scenario, and finish it before advancing. Initialization reconnaissance remains activity-only and cannot fabricate formal scenario progress. Zero-scenario execution must be explicit.
