Closure 3
Makes cleanup a Harness-owned state transition rather than trusting a Runner declaration. The Runner submits a cleanup claim, while the adapter or Reviewer independently reads captured evidence before the Harness records verified cleanup. Rejected or residual data blocks completion.
The Closure 1 prompt split is preserved: dynamic Run data remains in the user message, while the fixed cleanup method and output contract remain in the deterministic system instructions.
