Add cosmos-gov-notifier and cosmos-delegation-tracker

Adds two chain-agnostic Cosmos SDK validator operations tools:

• cosmos-gov-notifier (Bots section): hourly email notifier for governance proposals — alerts on new proposals, reminds before voting deadlines, flags missed votes.
• cosmos-delegation-tracker (Monitoring section): hourly append-only CSV logger for delegation metrics — delegator count, bonded tokens, self vs external delegation, active-set rank over time.

Both are stdlib-only Python, MIT licensed, documented with install/configure instructions, and tested via fresh-clone install.
