CR-YK-002: Define atomic capability claiming requirements

Summary

• Records CR-YK-002 as a docs-only requirements proposal.
• Grants no implementation or execution authority.
• Proposes local SQLite BEGIN IMMEDIATE transactions as the atomic capability-claiming mechanism while retaining the task ledger as durable evidence.
• Makes successful claims irrevocable: crashes and post-commit ledger-write failures deliberately burn the authorization rather than risk duplicate execution.
• Treats legacy capability events without the required versioned bindings as unclaimable rather than migrating them into executable authority.
• Keeps CR-DD-012B separately blocked pending an implemented and reviewed CR-YK-002 foundation plus explicit CR-DD-012B approval.
• Reconciles the backlog to record CR-DD-012A as merged through PR CR-DD-012A: Implement governed decision foundation #107 at bccaaad and CR-YK-001 as merged through PR CR-YK-001: Add hardware-backed human authorization receipts #110 at 52dccd3.

No CLI, runtime execution, backend call, --confirmed-plan, FIDO2 adapter, router, worker, schema, test, or CR-DD-012B integration change is authorized or included.

• Requirements review passed for the lifecycle, failure ordering, privacy boundary, legacy-capability behavior, and future implementation allowlist.
• Accidental pasted-conversation marker scan returned no matches.
• Exact staged-path allowlist passed.
• git diff --check passed.
• git diff --cached --check passed.
• No tests run because runtime code is unchanged.
