Adds Slice 94 characterization and Slice 95's bounded TUI test isolation.\n\n- adds normal-mode stale-callback regression coverage\n- moves eight pure Phase4 composition/navigation tests to the existing explicit harness\n- records paired timing as inconclusive for performance\n\nNo runtime, dependency, CI, or release behavior changes. CI is requested for the required full ordinary suite.
