feat: ✨ Update to dart 3.13 - #24

Add DatasourceNccHead, DatasourceHttpHead and DatasourceSessionHead to retrieve response metadata (headers) without transferring the body, mirroring data_shaft's new HEAD support. Update tests, README and the AI skill reference table.
- Bump data_shaft to ^3.0.0, coolint to 3.0.0, meta to ^1.19.0 and test to ^1.33.0; raise the minimum SDK to >=3.13.0. - Adopt coolint 3.0.0 rules: migrate constructor declarations to the Dart 3.13 new(...) syntax, remove unnecessary breaks, fix empty container bodies and net strict-raw-types issues in lib, tests and example. - Reformat the project with the Dart 3.13 formatter. - Update the AI skill patterns (Set<int> status codes, typed RequestResponse).

- Update the ncc dependency to ^2.0.0 (re-exported; only raises the minimum SDK to >=3.13.0, no public API changes). - Add a Requirements section to the README (Dart >=3.13.0, ncc ^2.0.0, data_shaft ^3.0.0) and fix a trailing space in the driver example. - Mention the ncc bump in the 3.0.0 changelog entry.

- Migrate every constructor declaration to the Dart 3.13 new() syntax
required by coolint 3.0.0 (unnecessary_type_name_in_constructor).
- Use Set syntax {200} for the default success codes in SKILL.md.
