Sets up Renovate as the dependency-update tool for this repository, part of an org-wide rollout.
Depending on this repo's starting state, this PR does some of the following:

Summary
A fresh Renovate install was performed on a repo that had neither Renovate nor Dependabot. A single
renovate.jsonfile was added at the repo root extending the correct Contentful shared preset (local>contentful/renovate-config). No Dependabot artifacts were present to remove.
