This commit includes `start` and `cli` scripts to make it easier to interact with a Conjur V5 appliance. It also includes sample policy files to populate Conjur with some data.

This commit adds support for starting a simple conjur cluster, with a single standby and follower.
Adds a script which brings up a simple Conjur Cluster
Since the appliance is only in the private registry, there's no need to generalize the registry TLD.
Fix docker-compose image target
This commit includes a complete rework of Ben's tool to simplify it and make it easier to generate custom host certificates for setting up a Conjur cluster.
Added tool to generate custom certs
This ensures the CLI output of this commands is clean and readable.
The HAProxy health checks were using the new HTTP-only health checks on port 444. This prevents the health checks from working correctly in older versions (e.g. 1.11.1) This commit reverts the health checks back to the standard port and sets up TLS verification with the certificates.
Rotation means we want to generate new server certificates, but not new CA certificates.
This allows us to only generate new certificates during rotation.
The intermediate certificate should come first, followed by the root.

Updated start script to not allocate tty
Will drastically reduce CPU consumption. Can be disabled with --generate-dh
Add pre-generated DH params
Added some workarounds for cleanup to work on Linux (where permissions carry outside the container) and a Jenkinsfile

- Replica labels are not propagating properly - My LOBs file was dereferencing the wrong collection of variables
- New generated policy works (replication-sets.yml) - New image appropriately replicates the right secrets (resources, permissions, and secrets labels are correct!)
