ccache: Add version 4.11.3

Changes to recipe: ccache/[4.11.3]

Motivation

Just updating to the latest public release of ccache.

Details

Adds new build and hash for 4.11.3, which fixes a few MacOS and Windows bugs.

This obviates the need for #27291 which was never merged for some reason.

This recipe is going to get deprecated soon from Conan Center Index as it is going to be moved to our new repository: conan-toolchains

Follow the ccache PR there!
Feel free to commit this new version in that PR.

Hello @jave27, apologies for the delayed response. The latest ccache version, 4.12.1, is already available in the Conan Center Index. We usually do not include older patches unless there's a compelling reason.

Looking at the ccache releases page — https://github.com/ccache/ccache/releases — version 4.11.3 was released before the major update 4.12. Since any fixes or changes in 4.11.3 are included in 4.12, there's no need to add that older patch.

If you have a strong reason for including this older patch, please let me know. Otherwise, I will go ahead and close this PR.
