This PR aims to bump all versions of GitHub Actions to get off deprecated Node 20 and pin SHAs of versions to protect against supply chain attacks. This also fixes an Astro Playwright that was temporarily disabled by a pnpm migration due to missing approvals for its dependencies' builds.
