I have confirmed the changes in the pull request from @tomkennedy513's fork. The devcontainers are running correctly now, following the addition of the mock metron to the devconfig.

after the latest diego release, diego-api dev container stopped running due to issue loading metron certs and connecting to metron. This change runs a mock metron server in the dev containers based off the test ingress server in diego-logging-client. I used ai to help build that mock server
